Can I make a birth chart without an exact birth time?
Yes. A birth date is enough to calculate many planetary positions. Without a reliable time, however, the Ascendant and houses cannot be fixed with confidence, and the Moon may change signs during the day.
A chart should clearly mark what is unknown rather than treating uncertain factors as exact. You can add a verified time later if you want those parts calculated.
